A handover failure detection device (121) operates so that an observation is made as to (a) whether a positive acknowledgement for a handover instruction pertaining to a first handover of a mobile terminal (101) from a first cell (131) belonging to a first base stat ion (111) to a second cell (132) belonging to a second base station (112) has been received by the first base station (111) and (b) whether there is a request generated after the start of the first handover from the mobile terminal (101) to the first cell (131) for the reestablishment of a connection whereby at least some handover failure types are detected from among a plurality of handover failure types pertaining to an outward handover from the first cell (131). This is conducive for example to improving the detection of a handover failure or reducing handover failures in a situation in which the exchange of information between base stations is limited.
