On the basis of map information stored in a map-information storage unit (11), a display-information generation/output unit (17) generates, and outputs to a display device (24), display information for displaying both a map and facility information relating to service-providing facilities that provide services using the functions of a predetermined public utility. A control unit (16) controls the display-information generation/output unit (17) such that said display-information generation/output unit (17) generates, and outputs to the display device (24), display information for displaying the following on the map in different ways: facility information for service-providing facilities provided with recovery equipment that, if the abovementioned public utility is not functioning, can take over for said public utility and allow the provision of the service in question; and facility information for service-providing facilities that are not provided with recovery equipment.
