[Problem] To provide: a foaming agent supply device whereby the physical foaming agent supply volume can be stabilized and the device can be more compact; a polyurethane foam production device comprising same; and a foaming agent supply method. [Solution] This foaming agent supply device: uses a measuring pump having a piston that advances and retreats inside a cylinder; and supplies a physical foaming agent to a raw liquid pumping path that pumps one urethane raw liquid out of a first urethane raw liquid and a second urethane raw liquid. Once one urethane raw liquid has been introduced inside the cylinder, the piston is caused to retreat, the physical foaming agent is sucked inside the cylinder, and a mixture of the one urethane raw liquid and the physical foaming agent is discharged into the raw liquid pumping path.
