Provided are a system for producing hydrogen, and a method for producing hydrogen and a method for producing ammonia using the same, whereby it is possible to contribute to a decrease in CO2 by providing a heat source that does not depend on fossil fuels such as oil and coal for heat energy used for pyrolysis or concentration of hydrogen iodide and sulfuric acid. A system for producing hydrogen, comprising causing sulfur dioxide gas produced by pyrolysis of sulfuric acid to be absorbed by a mixture of water and iodine, and pyrolyzing the resultant hydrogen iodide, wherein the system has a sulfuric acid pyrolysis means for pyrolyzing sulfuric acid using a first heating medium, and a water vapor generating means for heat-exchanging a second heating medium having a lower temperature than the first heating medium with the first heating medium and generating water vapor using the temperature-increased second heating medium.
