Disclosed are a policy adjustment trigger, policy adjustment method and device, and policy adjustment system, the method comprising: receiving a customized network service requirement issued by an SDN service application layer; acquiring a parameter set of a radio access network according to the customized network service requirement, the parameter set representing at least one of a network condition and a network load; determining from an analysis result of the parameter set whether to issue to a network management system a service policy update instruction of a network element corresponding to the customized network service requirement. According to the technical solution provided by the present invention, a personalized network service requirement can be customized by a customer, thus improving operation capability and commercial value of the network.
