The present invention relates to a phone number directory system and phone number directory method in which a search query for which search has failed is defined as a business category name, and a phone number is directed to be registered for the defined business category name. The phone number directory system according to the present invention comprises: a failed search query detection unit for detecting a search query for which search has failed from a phone number directory history; a relevant business category keyword determination unit for determining a business keyword of the detected failed search query; a business category definition directory unit for providing the detected failed search query to business operators of phone numbers registered in the determined business category keyword, to direct whether to define the same as a business category; and a failed search query business category definition unit for registering the failed search query as a new business category keyword according to a business category definition request from a business operator, and registering the requested phone number to correspond to the registered business category keyword. According to the present invention, it is possible to register, as business category names, search queries for types of businesses relevant to new industry categories and business categories for which searches have failed, and register phone numbers to the registered business category names to thereby improve search success.
