The present invention relates to a distributed seawater desalination system that mixes solar heat and waste energy, the system comprising: a solar heat supply device for supplying hot water as a first heat source; a waste heat supply device for supplying steam as a second heat source; a first branched part which is connected between the solar heat supply device and the waste heat supply device, and which selectively supplies the first heat source or the second heat source to one end of a heat source pipe; a multi-effect evaporative seawater desalination device which receives the first heat source or the second heat source from the heat source pipe and carries out a desalination process; a second branched part which is connected to the other end of the heat source pipe disposed in the multi-effect evaporative seawater desalination device, and which supplies the first heat source or the second heat source used in the desalination process to the solar heat supply device or the waste heat supply device; and a control unit which controls the operation of the first branched part or the second branched part.
