A decision-making method and apparatus for virtual machine migration. The method comprises: acquiring network traffic statistics information of a physical node and network traffic occupancy information of each virtual machine in the physical node; determining whether the network traffic statistics information of the physical node meets threshold information, the threshold information being traffic information of the physical node in a normal working state; if the network traffic statistics information of the physical node does not meet the threshold information, determining, according to preset traffic occupancy information of each virtual machine, a difference between the network traffic occupancy information and the preset traffic occupancy information of each virtual machine; and implementing virtual machine migration according to the difference.
