Provided are an outboard motor fixing device, and an outboard motor using same; the outboard motor fixing device (100) comprises: a clamping bracket (1), which clamps onto a boat stern or transom and has a first lock position (18) and a second lock position (19); a mount (2), which fixes to a propeller and is rotatably connected to the clamping bracket (1); a first latching mechanism (3), comprising a lever (31), a reset spring (32), and a lock position stopper (33); the lever (31) is rotatably connected to the mount (2); the lock position stopper (33) is interlockedly connected to the lever (31); the reset spring (32) resiliently acts on the lock position stopper (33); while the mount (2) is rotating with respect to the clamping bracket (1), the lock position stopper (33) moves to both the first lock position (18) and the second lock position (19); the first lock position (18) corresponds to the underwater position of the propeller (200), and the second lock position (19) corresponds to the above-water position of the propeller (200); the outboard motor fixing device (100) makes the transition between the underwater position and the above-water position of the propeller (200) more convenient.
