Provided in an embodiment of the present invention are a policy-making method, device and system, the policy-making method comprising: receiving input data, the input data comprising at least one type of data as follows: data transmitted by a business support system BSS, data transmitted byanoperation support systemOSS and data transmitted by a preset third-party support system; acquiring a policy decision-making factor and a value thereof according to a preset policy-making rule and the input data; transmitting the policy decision-making factor and the value thereof to a policy-making device so as to enable the policy-making device to determine a corresponding policy control and a charging rule according to the policy decision-making factor and the value thereof. The present invention facilitates updating an interface and a policy-making logic, improving expandability of a PCC system.
