A method and apparatus for strengthening oil-water separation and coupled desalting functions in a cold low pressure separator. Water-containing low pressure separator oil, at an inlet section, is mixed with desalted water, with a volume ratio of 0-1%, in a countercurrent manner, and then a mixture enters a T-shaped liquid-gas separator (3) to be degassed; a gas phase is quickly separated, and an oil-water mixture, at a lower part of a low pressure separator, flows rightwards from a left seal head to a rectification distributor (4) so as to be evenly distributed on a radial cross section; and after oil and water are separated in sequence by an oil water coarse-graining module (5) and a CPI quick-separation module (6), a part of water is discharged, oil and trace water (0-0.01%) pass through a partition plate (18) and then enter a deep separation section, oil is deeply dewatered by a conjugate fiber module and then is discharged, and intercepted water is deeply deoiled by the conjugate fiber module and then is discharged.
