The present invention relates to adaptive probability-based low-illuminance image improvement and smear restoration processing capable of enhancing the number recognition performance of an LPR system by correcting distortion of an image generated in low-illuminance and high-illuminance areas. The apparatus according to one embodiment of the present invention comprises: a photographing module for photographing an original image containing a number plate of a vehicle using a CCD sensor; and a number recognition module for receiving the original image and recognizing characters on the number plate of the vehicle. The number recognition module further comprises: a determination unit for classifying the original image into one of a low-illuminance image, a high-illuminance image, and an unprocessed image on the basis of a given determination factor; and an image processing unit for generating a corrected image using the original image. If the original image is classified as a low-illuminance image, an advanced clipped histogram equalization method is used, and if the original image is classified as a high-illuminance image, a smear generated in the original image is removed.
