The present invention relates to a method for managing maritime safety day and night, comprising: an information collecting step of collecting image information and position information on many people, who are active underwater or on the water, via an electro-optical device; a danger degree calculating step of identifying and targeting many people and calculating a danger degree for each of the people in an information processing device which has received the information; an expected hitting point calculating step of calculating the expected hitting point of a lifesaving tube to be shot through the information processing device based on the information; and a trajectory-calculating and shooting step of calculating a trajectory based on weather information collected by a wind direction sensor and a wind velocity sensor and shooting the lifesaving tube to the expected hitting point. Provided is a method for managing maritime safety day and night wherein a drowning person is prevented from being in hypothermia and ultimately time necessary for saving a life can be ensured maximally as a lifesaving tube is shot swiftly to the drowning person.
