The present invention relates to a hair-loss-preventing or hair-growth promoting composition containing a hair-growth promoting peptide that has been proved as a hair-growth promoting effect, and the peptide of the present invention exhibits an excellent hair-growth effect. In particular, the peptides of the present invention prepared from the dimer form and the copper metal complex have higher safety and stability in use than existing peptide compositions, and thus can be easily used as a composition for preventing hair loss or promoting hair growth.
