The present invention relates to a traffic monitoring system of a monitoring camera and a traffic monitoring method using the same. The traffic monitoring system according to the present invention comprises: a plurality of monitoring cameras for obtaining images; a control server, connected to the monitoring cameras, for receiving the images; a traffic monitoring device, interposed between the cameras and the control server, for monitoring traffic of the images for each section; and a manager terminal connected to the traffic monitoring device through a mobile communications network. Therefore, the traffic monitoring system can determine whether failure occurs in the monitoring cameras and also enables a manager to quickly take action when failure occurs by transmitting the determination result to the manager terminal.;COPYRIGHT KIPO 2016
