The present invention is to provide a device for observing polarity of thunderclouds and a ground level electric field, in which polarity of thunderclouds and a size of a ground level electric field may be measured by measuring a charge quantity induced when an electric filed generated by thunderclouds is fed in an observation device. To this end, the device according to the present invention comprises: a housing having a hollow formed therein; a plurality of sensor units formed in the housing, and detecting a fed electric filed; a shielding unit formed in the housing, and periodically blocking an electric field fed in the sensor units; a motor unit formed in the housing, and making the shielding unit rotated at a particular speed; a photo interrupter for detecting a position of the shielding unit; a signal processing unit for calculating a charge quantity value left to the sensor units from the electric field fed in the sensor units, and removing noise from the calculated charge quantity to be outputted as a digital signal; and a control unit for controlling an operation of the motor unit, and determining polarity of thunderclouds by analyzing a position signal of the shielding unit detected from the photo interrupter and a waveform signal of the sensor units outputted through the signal processing unit. Accordingly, a charge quantity induced when an electric field generated by thunderclouds is fed in an observing device is measured, so polarity of thunderclouds and a size of a ground level electric field may be more accurately calculated.
