The present invention relates to a reliability evaluation system for a ballast water management system, and a method thereof. The reliability evaluation system for a ballast water management system includes: a control panel controlling an overall operation of a ballast water management system; and a simulator conducting the ballast water management system, responding to various signals transmitted from the control panel by being connected to the control panel, and verifying whether the control panel normally operates by analyzing a reaction of the control panel, corresponding to the response. The reliability evaluation system for a ballast water management system connects the control panel and the simulator to be operated and recognize the control panel as the control panel is connected to actual devices. When a failure signal or a modulation signal is transmitted to the control panel, the simulator verifies whether the control panel properly transmits an emergency signal. When an advance factory inspection is conducted, the reliability evaluation system for a ballast water management system forms environment to test whether the control panel is normally operated without connecting the actual devices. Thereby, the reliability evaluation system for a ballast water management system solves problems of time, costs, and space and improves reliability of the factory inspection.
