The present invention relates to a method to manufacture a low thermal conductivity ceramic specimen to measure an intrinsic thermal conductivity and a specimen manufactured thereof and, more specifically, relates to the method of manufacturing the low thermal conductivity ceramic specimen to measure the intrinsic thermal conductivity comprising: (a) a step of preparing two or more types of ceramic base powders; (b) a step of mixing two or more types of the ceramic base powders; and (c) a step of manufacturing a pellet specimen by high-temperature pressure sinter using the mixed powder obtained from step (b), and the specimen manufactured thereof. According to the present invention, the method may manufacture the specimen capable of measuring thermal diffusivity for low conductivity ceramic in a state, wherein an interference of a gas pocket is maximally excluded using the high-temperature pressure sinter as a sinter means. As such, the method may more rapidly and economically develop materials optimal to be used in thermal shield coating by measuring accurate and reliable intrinsic thermal conductivity for the low conductivity ceramic.;COPYRIGHT KIPO 2016
