The present invention relates to a manufacturing device for a composite girder which easily manufactures a composite girder wherein concrete is placed on a lower part of an I-beam and easily carries the manufactured composite girder to a piling place without heavy equipment, and a manufacturing method for a composite girder using the same. The manufacturing device comprises: a pair of holding units fixated to the ground surface by being separated to face each other, having a fixated height and a fixated length; a pair of guide plates individually fixated to an upper part of the pair of holding units; a pair of moving plates placed on an upper surface of the pair of guide plates while not being attached to individually move; a sliding unit enabling the moving plate to slide on the upper surface of the guide plate; a separation prevention unit limiting a range in which the moving plates move on the upper surface of the guide plate in a width direction of the holding unit; and a sliding limit unit fixing the moving plate not to be slid on the upper surface of the guide plate in a longitudinal direction of the holding unit.;COPYRIGHT KIPO 2016
