The present invention relates to a road temperature control system having a heat storage tank. According to an embodiment of the present invention, the road temperature control system having the heat storage tank comprises: a heat pump unit including a pair of heat exchangers, a compressor, a four-way valve, and an expansion valve; a heat exchange unit having one or more heat exchange pipes connected to the heat pump unit in order for a heat medium to circulate; and a heat storage unit having a pair of perforated pipes individually connected to the heat pump unit, a transmission layer formed between the pair of the perforated pipes, and one or more heat storage tanks installed underground. The road temperature control system is to control a temperature on a surface of the paved road.
