Disclosed are a method and an apparatus for automatically optimizing a wireless communications network by considering a user located around a cell. A network apparatus comprises: a communications unit for acquiring cell status information reported from a plurality of terminals included in a plurality of cells respectively; a static process unit for generating static analysis information on each of the cells by using the cell status information; a detection control unit for detecting at least one cell in which the interference occurs by using the static analysis information, and detecting a base station corresponding to a cause of the interference from base stations around the detected cell; and an output adjustment unit for adjusting an output control signal to adjust the radio frequency (RF) intensity of the base station corresponding to a cause of the interference.
