The present invention relates to hard polyurethane foam and an insulating material using the foam. More particularly, the present invention relates to hard polyurethane foam which is environment-friendly and has excellent insulation properties, mechanical strength, and dimensional stability while exhibiting excellent insulation properties and mechanical properties at cryogenic temperature; and to the insulating material. The hard polyurethane foam maintains excellent insulation properties under cryogenic temperature and does not form cracks, while having excellent mechanical strength. The hardened polyurethane foam is prepared by curing a composition which comprises: a polyol component (A); an isocyanate component (B); a fiber reinforcing material (C); and a foaming agent (D) which includes methyl formate, an ester-based foaming agent.
