Disclosed are a device for preventing attachment of foreign substances for a propeller of a vessel and a system for preventing attachment of foreign substances including the same. According to embodiment of the present invention, the device (100) for preventing attachment of foreign substances includes: an overturned-conical shaped vortex forming unit (110) sunken at a predetermined depth under a sea surface and including a storage space (111) locating a propeller of a vessel on the inner side part, wherein vortex of seawater is generated in the storage space (111) and lower vertex parts and the upper surface are open; a vortex generation propeller (120) located at the lower vertex parts of the vortex forming unit and generating the vortex of the seawater in the storage space (111) of the vortex forming unit (110); and a position fixing unit (130) fixing the vortex forming unit (110) so that the vortex forming unit (110) is sunken at the predetermined depth under the sea surface to be fixed.
