The present invention relates to: an herb medicine composition for skin cooling, using a Phellodendron bark extract; a manufacturing method thereof; and a skin-improving product using the same. The herb medicine composition comprising Phellodendron bark prevents heat on the skin and within the skin, and, contains the Phellodendron bark as a main ingredient in order to lower the generated heat within the skin and the heat outside of the skin, and further comprises at least one herb medicine selected from the group consisting of Anemarrhena asphodeloides Bunge, Scutellaria baicalensis Georgi, Paeonia lactiflora Pall., Dictamnus dasycarpus Turcz., Alumen, Dryobalanops aromatica Gaertner, and Mentha arvensis.
