The present invention relates to an LBS-based cultural tourism festival evaluation system which comprises: a cultural tourism festival evaluation system (U-Festival system) for managing cultural tourism festival planning, festival selection, budget, festival evaluation information, and cultural tourism festival location-based festival visitor statistical information; an LBS server for interlocking with a GIS system including a spatial DB, an attribute DB, and a map engine to display cadastral and topographical spatial information, having server positioning middleware installed therein, and providing the LBS of a terminal by providing the spatial information and the attribute information of a cadastral DB and a topographic DB; and a smart device having a cultural tourism festival evaluation application installed therein, having smart device client positioning middleware mounted therein, and providing the cultural tourism festival evaluation system with location result information (POI, location information) and LBS-based extraction information (location and place according to time) by measuring the position of the terminal through GPS or Wi-Fi in real time.
