The present invention relates to a system for managing soldiers and a method of managing soldiers. The system for managing soldiers according to an embodiment of the present invention comprises: a civilian terminal for transmitting a message and solider identification information showing soldiers on which the message is transmitted through a wired or wireless communication network, and receiving a response message to the message; a military internal terminal for receiving the solider identification information for identifying a specific soldier, receiving and displaying the message from the server through the wired or wireless communication network, and transmitting the response message to the message to a server; and a management server for transmitting and receiving the message, the solider identification information, the response message, the identification input signal by using the wired or wireless communication network, and determining the sameness of the solider identification information and the identification input signal. The present invention is designed to provide a system for managing soldiers based on the information technology which is able to stabilize the metal state of soldiers who are isolated from society and live on a military.
