The present invention is capable of transmitting information, obtained by using various sensors and a camera installed in a mobile communication terminal, as metadata when a user of a mobile communication network witnesses and reports a variety of accidents such as vehicle accidents or fire, receiving the metadata and photos from an accident processing server of a corresponding institution to manage the data and photos by building a database, and allowing only information in a set range for a preset security level in response to a request of a management agent to read the information. Therefore, information on safety cases is quickly and accurately supplied, personal information of a reporter is maximally guaranteed, and hesitating to report an accident is prevented.
