A human resource management system (1000) aimed at creating company and organization culture according to an embodiment of the present invention delivers guidelines for a company standard of a company or guidelines for a department standard to a plurality of member communication terminals, receives first business performance and activity records and second business performance and activity records from the member communication terminals, calculates a promotion review and an incentive amount for a user which correspond to first and second personnel promotion scores, and reflects the calculated result. Therefore, a motivation for constructing a system for promoting observance to the guidelines for a company standard of a company or the guidelines for a department standard is enhanced, which constitutes a basis for members to achieve a common goal of the company and establish sound company culture. Also, according to the present invention, since the members are required to observe the guidelines for a company standard of a company or the guidelines for a department standard, common virtues shared among executives and staff members are generated and promoted.
