Disclosed are a catalyst having ruthenium supported by lanthanum aluminate and a preparation method thereof. In the present invention, lanthanum aluminate having a stable perovskite structure is formed by doping lanthanum to alumina. A catalyst is formed by providing and binding ruthenium to lanthanum aluminate. The catalyst prepared according to the present invention has strong interaction between metallic ruthenium metal and lanthanum aluminate which is a support body, and can maintain high degree of metal dispersion without sintering ruthenium during a reaction such as dehydrogenation reaction or a dry reforming reaction, thereby improving catalytic activity.
