The present invention relates to a method and an apparatus to manufacture a vehicle battery terminal plate by cold forging. The apparatus to manufacture a vehicle battery terminal plate by cold forging uses a first formed body (20) formed by blanking a material (10) to form a first protrusion (21) on both sides of an upper surface of the first formed body (20), comprising: a first forging mold set (100) to form a second protrusion (31) on the first protrusion (21) of the first formed body (20) by cold forging to manufacture a second formed body (30); a second forging mold set (200) to form a plurality of upper grooves (51) on an upper surface of a third formed body (40) formed by processing a hole (41) on the second formed body (30) around the hole (41) in a radial direction to manufacture a fourth formed body (50); and a third forging mold set (300) to form a plurality of lower grooves (61) on a lower surface of the fourth formed body (50) in the radial direction to manufacture a fifth formed body (60). Accordingly, the present invention manufactures a vehicle battery terminal plate which has accurate dimensions, and is structurally precise by cold forging.
