The present invention relates to a method for manufacturing a soil block installed for an artificial fish reef by using fine sand and red clay which are environmentally-friendly materials, comprising the following processes: mixing an inorganic binder in which a mixture of a blast furnace slag, a CSA-based high strength admixture, quick lime, natural II-type anhydrous gypsum (alpha-hemihydrate gypsum), and alum are grounded into a certain fineness or more, with fine sand or a mixture of fine sand and red clay; mixing the same with water; putting the mixture into a certain frame and pressing with a low pressure of 7-15 ton for formation; aging a formed soil block by an existing method; and finishing a final product.
