The present invention relates to an air conditioning system for a vessel. The purpose thereof is to provide the eco-friendly all fresh air conditioning system and an all fresh air conditioning method for a vessel capable of reducing carbon emission by adopting the all fresh air conditioning system and using the waste heat of an engine of a vessel and seawater for a heat source and a cold heat source necessary for air conditioning. To achieve the same, the present invention provides the eco-friendly all fresh air conditioning system for a vessel including: a pipe module including an air supply pipe and an air discharge pipe to guide external air by receiving the external air and discharge the external air to the outside; an indirect evaporative cooler formed for the sensible cooling of the external air flowing through the air supply pipe of the pipe module; a direct evaporative cooler formed to cool and humidify the external air gone through the indirect evaporative cooler; and a dehumidifying module installed in the upper most part of the air supply pipe to dehumidify the supplied external air. The dehumidifying module includes: a liquid desiccant formed to dehumidify the external air before the external air flows in the indirect evaporative cooler; a high-temperature heat source supply device as a regeneration heat source regenerating a dehumidifying agent used in the liquid desiccant to supply the waste heat of the vessel; and a low-temperature heat source supply device providing seawater for heat exchange by providing the cold heat source to prevent the transmission of the heat of the dehumidifying agent regenerated by the high-temperature heat source supply device in the liquid desiccant to the air supply pipe.
