The present invention relates to an outdoor air conditioning system and an outdoor air conditioning method using eco-friendly energy, capable of enabling various changes for design and reducing carbon emission by effectively supplying electric energy and heat sources by applying a fuel battery or cogeneration facility. To achieve the purpose, the present invention includes: a pipe module including an exhaust pipe and a supply pipe to induce external air to a conditioning space and discharge the air to the outside; an indirect evaporative cooler cooling the external air, flowing in through the supply pipe of the pipe module, with sensible heat; a direct evaporative cooler formed to cool and humidify the external air, passing through the an indirect evaporative cooler; and a dehumidifying module installed in the uppermost part of the supply pipe to dehumidify the supplied external air. The dehumidifying module includes: a liquid desiccant pre-dehumidifying the external air before the air flows into the indirect evaporative cooler; and a high temperature heat source supply unit supplying a high temperature heat source to the liquid desiccant to reproduce a dehumidifying agent used by the liquid desiccant. The high temperature heat source supply unit includes: a fuel battery or cogeneration facility; and a circulation line circulating waste heat, generated from the fuel battery or cogeneration facility, to the liquid desiccant.
