The present invention relates to a device for recognizing a vehicle number plate by using a plurality of IP cameras and a recognizing method thereof. The device comprises: a photographing unit made of a plurality of IP cameras; an image storing unit configured to store a photographed image of a vehicle; a location recognizing unit configured to recognize a location of a number plate in the stored image; a number plate character recognizing and size measuring unit configured to recognize characters of the number plate and measure sizes of the recognized characters; and an image processing unit.
