The present invention relates to an apparatus and a method of a decentralized power information management system. The apparatus sets a connection with multiple slave devices in a master device, collects decentralized power management information of the slave devices by a polling method for slave communications in real time, and temporarily stores the same in a hash table which is a data memory to selectively transmit only subscription requested management information to a decentralized power management server in real time. The apparatus reads data of a corresponding item temporarily stored in the hash table when a data value of the item that the decentralized power management server requests to subscribe is changed, converts the data into a data packet which can communicate with the decentralized power management server, and transmits the data packet in real time.
