The present invention relates to a multi-layered insulation structure and a construction method thereof. The multi-layered insulation structure uses a spray system to form a hard urethane insulation layer on a lower base surface of a roof structure of a building of various types of structures and forms, a lower base surface (a ceiling) of an uppermost layer slab, or a base surface of a living room floor on a lowermost layer of the building, stacks a flame-retardant natural fiber insulation layer or a noncombustible mineral fiber insulation layer on the lower base surface as a surface layer to satisfy the Energy Saving Design Standards of Buildings and secure substantial safety against a fire, and allows sealed insulation construction without a gap in a structure base of any structure and form to increase insulation and construction efficiency.
