The present invention relates to an apparatus of manufacturing a membrane electrode assembly for fuel cells and a method of manufacturing a membrane electrode assembly for fuel cells. The principal purpose of the present invention is to provide a punching heat treatment mold for manufacturing a membrane electrode assembly, the punching heat treatment mold which is capable of reducing the number of processes and is capable of expecting improvements of production speed and productivity and improvement of production efficiency by performing a punching process and a heat treatment process as one process with respect to a membrane electrode assembly to which a sub-gasket is bonded, and a method of manufacturing a membrane electrode assembly using the punching heat treatment mold. As a mold for punching and heat-treating a continuous sheet-shaped membrane electrode assembly in which a catalyst electrode layer and a sub-gasket film are bonded to an electrolyte membrane into an individual single sheet type final sheet shape required in a fuel cell stack in order to accomplish the purpose, disclosed are a punching heat treatment mold for manufacturing a membrane electrode assembly according to the present invention including a punching mold part which cuts the continuous sheet-shaped membrane electrode assembly into the final sheet shape, and a heat treatment mold which heat-treats the entire final sheet-shaped membrane electrode assembly to be cut or a catalyst electrode layer part by hot pressing such that the punching mold part and the heat treatment mold part are formed in one mold, and a method of manufacturing the membrane electrode assembly using the punching heat treatment mold.
