The purpose of the present invention is to provide a cervical vertebrae-fixing system which enables a smooth cervical vertebrae operation to be performed by easily removing screws inserted into cervical vertebrae, and a driver used in a cervical vertebrae-fixing device. As a cervical vertebrae-fixing system including a cervical vertebrae-fixing device which closely attaches a fixing plate to cervical vertebrae, and which inserts screws into cervical vertebrae through screw holes formed in the fixing plate, and a driver which rotates the screws, a cervical vertebrae-fixing system according to the present invention is characterized in that clips holding the inserted screws are installed in the screw holes, a convex part is positioned in the rear of a front end part of the driver inserted into grooves of the screws, and the driver loosens the inserted screws while opening the clips using the convex part.
