The present invention relates to a fabrication method of graphene quantum dot-combined graphene sheets and an application thereof to a photocatalyst reactive to visible light, provides a fabrication method of a composite in which graphene quantum dots and graphene sheets are combined via an amide (-CONH) bond, and suggests an application possibility as a next-generation photocatalyst, because high efficiency may be attained under visible light in the case of using the graphene sheet as the photocatalyst. According to the present invention, provided is a graphene sheet composite combined with graphene quantum dots and having remarkably good photocatalyst efficiency in a visible region by attaining high activity in the visible region and preventing the recombination of the graphene quantum dots by introducing graphene having strong electron storing capability in the graphene quantum dots in comparison with a photocatalyst material according to the conventional technique.;COPYRIGHT KIPO 2016
