The present invention relates to a steel plate used as a metal of a porcelain enamel product and, more specifically, relates to a porcelain enamel cold-rolled plate having excellent formability without a surface flaw, and a manufacturing method using the same. The porcelain enamel cold-rolled plate controls the compositions of components and a correlation between the components, and optimizes a manufacturing condition; thereby the porcelain enamel cold-rolled plate minimizing the generation of the surface flaw of the manufactured porcelain enamel steel plate, and has excellent formability. According to an aspect of the present invention, the porcelain enamel cold-rolled plate comprises: less than 0.003 wt% (except 0 wt%) of C; 0.1-0.5 wt% of Si; 0.035-0.075 wt% of P; 0.005-0.015 wt% of S; 0.06-0.10 wt% of Ti; less than 0.003 wt% of N; and the remainder consisting of Fe and inevitable impurities.
