The present invention relates to a system which automatically derives the optimum vision for urban regeneration on the basis of needs and fellowship formed from many times of debates with residents living in a region to be developed, and a method. The system comprises: a needs collecting unit which receives opinion information containing merits or demerits related to a region to be developed from the residents living the region; a group unit which extracts nouns and adjectives from the received opinion information and forms a group with the extracted words according to a predetermined standard; a comparison unit which counts how many times each word extracted from the group unit appears among the entire opinion information received in the needs collecting unit; an extracting unit which selects, as a representative word, a word which appeared the most among words contained in each group formed by the group unit via the comparison unit; a combining unit which produces a plurality of sentences by combining representative words of each of groups; and a display unit which displays the sentences produced by the combining unit. Therefore, the system can reflect practical needs of residents when deriving a vision for an urban regeneration region.;COPYRIGHT KIPO 2016
