The present invention relates to a sea surface condition prediction system using fuzzy control, which can accurately predict a marine oil pollution situation. The sea surface condition prediction system using fuzzy control according to the present invention comprises: a preprocessing unit for acquiring and extracting a marine image from an output signal of an X-band radar in real time and adjusting the gain and offset of the image signal; a signal conversion unit for converting the signal, which is adjusted by the preprocessing unit, into a digital signal; and a signal processing unit for processing the image signal, which is converted into the digital signal by the signal conversion unit, and a pulse type input signal. The sea surface condition prediction system using fuzzy control according to the present invention additionally comprises a fuzzy control processor consisting of a fuzzifier, a fuzzy inference unit, and a defuzzifier.
