The present invention relates to an apparatus and a method for diagnosing an oxygen sensor of a hybrid vehicle. The apparatus for diagnosing an oxygen sensor of a hybrid vehicle according to an embodiment of the present invention comprises: a hybrid controller which confirms, when a diagnosis request signal for an oxygen sensor is received, whether a diagnosis execution condition is satisfied, controls fuel reduction or fuel supply for an engine in accordance with the result, and controls, when an engine-off prohibition request signal is received, controls the engine to continuously keep a turned-on state; and an engine controller which generates and outputs the diagnosis request signal and the engine-off prohibition request signal to the hybrid controller, performs diagnosis for the oxygen sensor in accordance with an instruction of the hybrid controller, and determines whether the oxygen sensor has an anomaly.
