An objective of the present invention is to provide a method and an apparatus for allocating a resource in a system with a finite resource, which can provide better allocation performance than a conventional heuristic method. The apparatus for allocating a resource for a system with a finite resource selects a hole among allocable holes in a resource area which has a smallest difference in length between a resource amount required for an allocation request and the corresponding hole, and selects an offset closest to a smallest burst among previously allocated neighboring bursts if two or more offsets exist in the selected hole to allocate a resource from the selected offset up to the required resource amount.;COPYRIGHT KIPO 2016
