Disclosed are a method and a system for managing an emergency situation through detecting persistency of user behavior. According to the present invention, the method comprises the following steps: detecting a user within an available monitoring range by using a monitoring sensor included in a terminal; monitoring the user when the user is detected; determining a level of an emergency situation by an emergency situation determination unit when the emergency situation corresponding to an emergency situation condition occurs during monitoring, and calling an emergency calling apparatus based on the level of the emergency situation; and executing physical measures to solve the emergency situation by the emergency calling apparatus based on a level of emergency measures corresponding to the level of the emergency situation.;COPYRIGHT KIPO 2016
