A horse racing betting ticket sales system of the present invention comprises: a cash receiving unit configured to receive cash from a user who wants to bet on a horse race; a record unit configured to record a purchase card; and a control unit configured to generate a unique card identification number by combining a personal identification number inputted through a user input unit, a current time, and a random number, and write input data from the cash receiving unit and the unique card identification number on the purchase card.
