Provided is a surface modification method for hydrophobizing a hydrophilic separation membrane. Also provided is a hydrophobic separation membrane which is suitable for a distillation method using separation membrane for seawater desalination as a surface-modified separation membrane produced thereby. To this end, primarily coated by ultraviolet light is an ultraviolet-curable polymer solution (20) in which a surface of a hydrophilic separation membrane (10) and an interior of a pore include polyurethane acrylate and an initiator, followed by an additional process for secondarily coating an upper portion of the coated surface by allowing a waterproof material (30) to pass through the surface and the pore.
