The main purpose of the present invention is to provide a circulation-type scale removing device for a heat-transfer pipe of a heat exchanger invented to effectively remove unspecific composite scale by forcibly circulating a cleaning agent and cleaning media and increasing a circulation speed by using compressed air and a removing method thereof. To achieve the purpose, the circulation-type scale removing device for the heat-transfer pipe of the heat exchanger according to the present invention includes: a cleaning solution circulation tank storing a cleaning solution including the cleaning agent and the cleaning media therein and having a filter capable of discharging the cleaning solution after filtering the cleaning media; a cleaning agent supply pipe connected and installed in the cleaning solution circulation tank and receiving a supply of the cleaning solution or the cleaning solution which the cleaning media is filtered; a cleaning solution circulation pump installed in the cleaning solution supply pipe and circulating the cleaning solution; a compressed air injecting device installed in the cleaning solution supply pipe and injecting the compressed air into the cleaning solution; the heat exchanger having the heat-transfer of which scale is removed by circulating the heat-transfer pipe; and a cleaning solution returning pipe through which the cleaning solution is returned to the cleaning solution circulation tank.
