A dynamic license semantic map-based system for distributing copyrighted materials among individuals according to the present invention comprises a content server, a license server, a customer-side manager, and an actor and semantic map server. The content server includes a content packager, a metadata storage, and a content storage. The license server includes a license manager, a license storage, a right manager, a constraint manager, a license tracker, and a right and constraint dictionary. The customer-side manager includes a validity manager, a content and license local storage, and a content player. The actor and semantic map server includes a semantic map manager, an actor manager, an actor storage, a device and domain manager, and a device and domain storage. According to the present invention, it is possible to promote a copyrighted material distribution service among individuals by designing metadata and a semantic map schema for representing dynamic licenses for realizing a dynamic license digital rights management (DRM) technology and proposing a dynamic license model.
