The present invention relates to a stabilizing material for lightening the weight of soil, and to a construction method of a cut slope using the same. More specifically, the present invention relates to a stabilizing material for lightening the weight of soil, which has reduced construction costs and can form the stabilized slope, and to a construction method of a cut slope using the same. According to the present invention, the stabilizing material for lightening the weight of soil is mixed with 7-26 wt% of hydrogen peroxide, 7-30 wt% of cement or a cement-lime mixture, and 53-83 wt% of water.
